With demand for water expected to continue rising with population, NID officials want to reserve the possibility of enlarging Rollins Reservoir, Wilcox said. But a Garden Bar Reservoir downstream of Rollins – and up to six times the size – would interfere with that.

For NID’s water conveyance system, which moves liquid from high Sierra Nevada snowpack to the foothills, the reservoir would sit “at the drain end of the district,” Wilcox said – in an area too low in elevation to take advantage of gravity to move water to customers.

South Sutter officials would have to show the costs – in money and water – of a Garden Bar Reservoir would not harm NID rate payers; and they likely would have to make significant concessions regarding their rights to the water in the lake, allowing expansion at Rollins, to win NID support for the project, Wilcox said.

NID would fight any attempt to create water rights downstream that could interfere with the district’s ability to expand rights it already holds, Wilcox explained. Placer County Water Agency, another potential beneficiary of the reservoir, considers
